In 1998, one year after Chaplain Ray’s Homecoming, a small group of prison ministers lead by Jack “Murf-the-Surf” Murphy, Bishop Frank Costantino, Chaplain Ray’s International Director Serge Taran set out to establish an organization to “recognize the people who committed their life to serve the least of these.” This idea was addressed to Network of Prison Ministries, spearheading the formation of the non-profit organization that would eventually become the Foundation.

Leaders in the Prison Ministry field joined together in 1997 to establish the Rock and Prison Ministry Hall of Fame. One of the Foundation’s many functions is to recognize the contributions of those who have had a significant impact on the evolution, development and perpetuation of prison ministry by inducting them into the Hall of Fame.
